[IGSSTATION-4022] STJO communications down

Dear colleagues,

The power to the IGS site STJO is currently down due to the hurricane Igor which swept through eastern and central Newfoundland on Sept. 21.
Our site contact is currently working on restoring communications. 
An advisory will be sent when communications are back.
