[IGSSTATION-4019] BILL: Site log correction

Dear Colleagues,

A correction has been made to the Lake Skinner (BILL) site log. The 
installation date of the current receiver was incorrectly recorded as 
July 2nd, 2010. The correct installation date is July 1st, 2010. A 
corrected log has been submitted. I apologize for the inconvenience of 
this error.
