[IGSSTATION-4017] KHAR: elevation cut-off change

Dear colleagues,

On 2009-09-17 12:28 UTC the elevation cut-off for KHAR station (Kharkiv, 
Ukraine) was changed from 0 deg to +5 deg.

The site log file for KHAR was updated in order to reflect the chronology of
the elevation mask changes at the station.

The updated sitelog has been submitted to IGS CB.
