[IGSSTATION-4004] CNMR firmware upgrade to 4.15 and 0 cutoff angle

Dear Colleagues,
  Station CNMR has been upgraded from firmware 4.03 to 4.15 and the 
elevation cutoff angle has been changed from 5 to 0 degrees. An updated 
log has been submitted to IGSCB.
