[IGSSTATION-3995] NRCan AOA Tracking problems

Starting on Tuesday, September 7th all NRCan stations operating AOA Benchmark receivers began experiencing P2 code tracking problems.  The stations with problems include algo, baie, hlfx, picl, prds, stjo, and yell.  Perhaps this is tracking problem is related to the GPS flex power tests that were scheduled to take place in September???  We will need to investigate further next week.

It would also be interesting to know if any other network operators who still use AOA receivers have experienced similar problems this week?
