[IGSSTATION-3985] STK2 and TSKB data outage

Dear colleagues,

We stopped providing data of STK2 from DOY 245 to 248 to carry out the local 
tie survey between nearby VLBI site.
We are sincerely apologize for our late announcement and inconvenient by 
this.

In addition, TSKB data hasn't be collected since DOY 250 because of a kind 
of data transfer error. We solved this issue and the backup data of DOY 250 
has already been submitted.
