[IGSSTATION-3909] WLSN: data publication down

Dear Colleagues,

Apparently the USGS has a data retrieval problem with the Mt. Wilson station 
(WLSN).  Data publication stopped on July 23rd.  It is uncertain of when the 
station will be repaired.  We apologize for the inconvenience this outage
may cause.

Maintenance and operation of this site is performed by the USGS.
