[IGSSTATION-3877] Problems at CHAT

We have been experiencing problems at CHAT since 21 June due to disk 
problems on the local computer at the site. 

We expect the station to be back on line shortly, and we also hope to 
recover much of the missing data.  Our apologies for this extended period 
of late (and possibly missing) data. 

This is an opportunity to remind analysis centers to process CHTI in 
addition to CHAT, as we cannot guarantee the long-term operation of CHAT. 
CHTI has a better monument than CHAT and it is installed in more stable 
ground.  CHTI is located 20 km north of CHAT.
