[IGSSTATION-3875] NSSP: station retired

Dear Colleagues,

The IGS station at Yerevan, Armenia (NSSP) has had considerable construction 
nearby causing the site and data to be unusable.  Our site contact has removed 
the equipment and is working to find a new location for the station.

Maintenance and operations of the NSSP station is a collaborative effort 
supported by JPL, UNAVCO, and the Western Survey for Seismic Protection (WSSP) 
in Armenia, with funding provided by NASA's Earth Surface and Interior Focus 
Area - Science Mission Directorate.
