[IGSSTATION-3866] TIDB offline

Please be advised that the receiving equipment and computer associated with
the site ID "TIDB" has failed, leaving several organization's equipment running
from the same antenna off of a common RF splitter (TID2, TID1, and TIDV).

My intent at this point, is to stop publication of TID2 data, and bring up that
receiver (an Ashtech uZ) as TIDB on a day boundary, at which point an announcement
will be made and sitelog update published.

If anyone foresees issues with that plan, please let me know in the next day or two.
