[IGSSTATION-3843] RBAY: data publication resuming

Dear Colleagues,

Data publication has resumed at the Richardsbay, South Africa (RBAY) station 
with new files starting again on June 25th (2010.176).  Unfortunately, there was 
no data collected from June 13 (2010.164) through June 24 (2010.175).

We apologize for the inconvenience this outage may have caused.

Maintenance and operations of the RBAY station is a collaborative effort 
supported by JPL, UNAVCO, and HartRAO, with funding provided by NASA's Earth 
Surface and Interior Focus Area - Science Mission Directorate.
