[IGSSTATION-3839] ALRT data submission delays

Due to maintenance work on the microwave communication link out of 
Alert, there will be delays in data submissions for station ALRT for 
the next couple of weeks. The work is expected to be completely by 
around July 15. I will post an announcement as soon as late 
submissions are available.
