[IGSSTATION-3837] MATE: set unhealthy satellites tracking

As statet in IGS guideline and suggested by some IGS members, MATE station 
(Italy) has been set to track unhealthy satellites.
Please note that after this new setup, the receiver (Leica 1200GGPRO) shows 
OK for Unhealthy G25 satellite tracking, but it continues to show "---" for 
G01 (Health=N/A) satellite.

Updated site log has been submitted to IGS/EUREF.
