[IGSSTATION-3827] ROTH: firmware upgrade

The IGS site ROTH, located in Antarctica, has received a firmware upgrade (V8.00/4.005). A new site log has been submitted. Due to technical issues relating to large firmware file transfers to this site, some days of day has been lost during the upgrade. We apologise for this inconvenience.
