[IGSSTATION-3757]: GOPE: firmware update

The firmware in the Topcon NetG3 receiver at the GOPE station was updated from 
the version 3.4 May,13,2009 to the version 3.4 Dec,12,2009p2. The change was 
made at 2010-05-20 10 UT. The updated site-log was sent to IGS central bureau 
and through the site log submission engine to the EPN central bureau 
respectively.
