[IGSSTATION-3741]: KOKB Hydrogen Maser change

We have been informed that the a frequency change to the Kokee Park Sigma Tau maser was performed by local personnel on 2010.132(May 12) at 17:11UTC.  A -1.156e-13 frequency
offset was removed. The change was made using the synthesizer and was immediate.

An updated sitelog has been forwarded to IGSCB.

Maintenance and operations of the KOKB station is a collaborative effort
supported by JPL, UNAVCO, and the Kokee Park Geophysical Observatory with
funding provided by NASA's Earth Surface and Interior Focus Area - Science
Mission Directorate.
