[IGSSTATION-3597]: VALP ANTC and COPO status

Dear Colleagues,

Communications with several of our Chilean stations are
difficult in the aftermath of the recent earthquake.
Here is an update on the status of stations
VALP Valparaiso
ANTC Antuco
COPO Copiapo

VALP : We expect to have a report (and data) from VALP within three
       days. There is no report yet on the condition of the station.

ANTC : data will likely take another week or two to arrive

COPO : station operating normally,  more data will probably arrive
      this afternoon or tomorrow and will continue to be uploaded to SOPAC
      in batches as it arrives - typically once per week
