[IGSSTATION-3564]: VALD tracking resumed

Dear colleagues,

A new Topcon receiver has been installed today at VALD to replace the faulty one on site which stopped tracking on Feb 11 07:26:00UT (DOY042). Data flow resumed submission to
CDDIS with first time tag being Feb 15 15:00:00UT (DOY 046). All data between Feb 11 07:26:00 and Feb 15 15:00:00UT is unrecoverable. An updated site log has been sent to IGSCB
and should be available soon.
