[IGSSTATION-3447]: GLSV: receiver change

Dear colleagues,

On 2009-12-14 09:23 UTC the recever at the GLSV station was changed from
NOV OEMV3 (S/N 30002) with firmware version 3.62
to
NOV OEMV3 (S/N 00001) with firmware version 3.700.

The elevation cut-off also was changed from +5 deg to 0 deg.

The updated sitelog has been submitted to IGS CB.
