[IGSSTATION-3168]: UNBJ: Problem with RINEX Navigation Files

A problem was discovered with the UNBJ RINEX navigation files produced by jps2rin ver.
1.40 on and after 14 June 2009 (doy 165). This was likely due to an issue related to a
roll-over in two of the counters providing a truncated representation of GPS week in
the GPS satellite navigation messages. 

There was no problem with the RINEX observation files.

We have replaced jps2rin ver. 1.40 with tps2rin ver. 7.08 for the automated conversion
of
the UNBJ binary data files to RINEX files as of 27 June 2009 (doy 178).

We have also replaced the faulty UNBJ RINEX navigation files for 14 through 26 June
2009
(doy 165-176) on the CDDIS and SOPAC servers.
