Four SCIGN-USGS stations recently suffered data outages.  The dates of the 
outages and the sites are listed below.

CIT1: 2008-08-01 13:33 to 2008-08-05 02:01
CMP9: 2008-08-02 09:33 to 2008-08-05 10:22
ROCK: 2008-08-02 07:39 to 2008-08-05 15:54
