[IGSSTATION-1283]: DWH1 unavailable for few weeks

My station DWH1 is unavailable until January 10.  Near real-time data stopped
around mid-day 349, daily day 349 was uploaded around 24 hours delayed, and
daily day 350 was uploaded slightly delayed (and without met observations). 
Unfortunately extended holiday schedule does not allow continuous operation of
the generator, and the system will not automatically restart when the power is
eventually restored.
