[IGSSTATION-1199]: GOPE: error in the GLONASS data

Due to using the old (wrong) version of TEQC program for the translation
of binary data to the RINEX format the GOPE station sent bad GLONASS data
till DOY 293 hour G. The data was writen with LEAP SECOND=13 (good value
is 14). Now, it seems correctly.

I appologize to this error and a long time for exploration of it.
