[IGSSTATION-676]: GOPE: data lost between DOY 300 and 304

Due to long power failure from Thursday till Monday and harddisk error on
computer in operational center the data from station GOPE from DOY 300 7
UT (Oct 27, 2005) till DOY 304 17 UT (Oct 31, 2005) are definitelly lost.
