[IGSSTATION-648]: WROC Z-18 receiver failure

Our Ashtech Z-18 GPS/GLONASS receiver has failed. Propably it is the problem
with C31 board. If 
the device will need returning to the manufacturer for repair the Ashtech
Z-FX or Z-12 receiver will be instaled. We apologise for the inconvenience
caused and will be doing everything we can to speed our return to operation.
