[IGSSTATION-372]: QUIN: data publishing has resumed

Dear Colleagues,

Data publishing from Quincy, CA (QUIN) has been resumed starting with doy 2005.044
(February 13th). Data between doy 2005.040 - 2005.043 was unfortunately lost.

As mentioned in IGSSTATION-364, we have seen reoccurring receiver tracking problems,
and will attempt to replace the Ashtech UZ-12 receiver as soon as a new becomes
available.

We apologize for the inconvenience this may cause.

Maintenance and operations of the QUIN station is a collaborative effort supported by
JPL and UNAVCO with funding provided by NASA's Earth Science Enterprise.
