STRATEGY UPDATE
---------------
We began submitting completely free-network products that were just
rotationally aligned with ITRFXX (or IGSXX) beginning with GPS week 0964.
Starting with this week 1069, we submit products that are aligned with the
chosen terrestrial reference frame via 3 translations in addition to the
3 rotations already performed. The scale transformation remains undone,
and free-network clock and tropospheric estimates are still reported directly
with no transformation.

GENERAL
-------
This week, we add a new candidate global station. As with other sites,
this site is given the opportunity to participate in the orbit and clock
solution as the global site distribution varies. The following nominal
coordinates were assumed:
                                     X (m) Y (m) Z (m)
DRAG (Metzoki Dragot, Israel) 4432980.8009 3149432.0999 3322110.3424

Due to potential problems, data from stations mentioned below were not
considered for use in the global solution for the day indicated. (For
geographical reasons, they may not have been used in any case.)

WARNING: ALGO (not USNO) used as reference clock the entire GPS week 1069.
WARNING: Data from PRN02 excluded days 184-188.
WARNING: Data from PRN18 excluded the entire GPS week 1069.
WARNING: Data from AMMN, CHIL, ESTI, KOUR, WTZT excluded day 184.
WARNING: Data from BARB, JAMA, KOUR, KUNM, TORP, WTZT excluded day 185.
WARNING: Data from BUCU, KOUR, KUNM, QUIN, REYK, TORP, WTZT excluded day 186.
WARNING: Data from ANKR, DGAR, KUNM, SOFI, TORP, WTZT excluded day 187.
WARNING: Data from ASC1, NTUS, WTZT excluded day 188.
WARNING: Data from KELY, KUNM, SOL1, WTZT excluded day 189.
WARNING: Data from KUNM, QUIN, SOL1, WTZT excluded day 190.

In the following table, UT1R-UTC are the integrated values based on estimated
LODR values in the adjacent column. See IGS Report No. 1498 (jpl07827.sum)
