SOFTWARE:
The weighted average software used was originally developed by T. Springer
and G. Beutler in 1993. The GPS long arc orbit analysis software used here for
individual centre ephemeris evaluation was developed by Beutler et al. at the
Astronomical Institute of the University of Bern (AIUB). For more details on

PRODUCTS GENERATED:
The resulting average ephemeris and clocks are output to daily files in SP3
format. The satellite accuracy codes displayed in the header are based on the
weighted RMS for each satellite. Note that each file contains all the
satellites that appear in any of the centre ephemeris files. If a satellite or
centre was excluded from combination, a note in the REMARKS section of this
report will identify the exclusion and the reason.
The resulting x and y earth rotation parameters (ERP) associated with the IGS
ephemeris files and their rates (xrt, yrt) are computed using a weighted average
of all available centres (weights are those from the orbit combination).
Pole rate combination uses only centres providing estimated pole rates.
Starting with GPS wk 0894, IGS LOD combinations were implemented in the
Final IGS solutions. AC LOD biases with respect to Bulletin A are estimated
using Bulletin A most recent 3 weeks (21 days), i.e. up to 5 days prior to
the last non-predicted day of Bulletin A. AC LOD biases are removed and the
new AC bias-free LODs are used to compute a weighted IGS LOD which in turn
is integrated into IGS UT1-UTC. The starting UT1-UTC value is chosen as
Bulletin A fifth day prior to its last non-predicted day. Both IGS LOD and
UT1-UTC values are printed in the IGS Final erp file.
The Final Orbit files generated and uploaded into CDDIS @ NASA/GSFC are:
IGS09480-6.SP3 IGS GPS ephemeris files for days 0-6, week 0948 in SP3 format.
IGS09487.ERP Earth Rotation Parameters (ERP) and their rates as well as
Universal Time (UT1-UTC) and Length Of Day (LOD) associated
with IGS ephemerides.

REMARKS on IGS Final Orbit Combination:
1. The centres used in the clock combination are COD, EMR, ESA, GFZ and JPL. The
other centres are excluded because they either provide broadcast clocks (NGS)
or clock corrections are not provided (SIO). The clock information not
used is still compared to combination for completeness.
The value of 999999.999999 microseconds, according to the sp3 format
convention, is used to signify that no clock solution is available and
therefore must not be used.
2. Rapid ("IGR") orbits/clocks are included in the combination for statistics
only.
3. The following centre clock solutions, which provide broadcast clock
corrections, were excluded from the combination but kept in the combination
statistics:

4. Centre clock weights were determined using the following satellites:

Note1: A chosen reference centre is aligned to the broadcast GPS clocks
using all satellites; all other centres are then aligned to that
reference centre. The clock weights are computed from the absolute
deviation of centre's aligned clock corrections with respect to the
unweighted mean.
Note2: PRN 8 and 26 were excluded from the alignement list on day 2 due
to jumps or outlier in the broadcast GPS clocks submitted by NGS.
Note3: PRN 26 was excluded from the alignement list on day 3 due
to jumps or outlier in the broadcast GPS clocks submitted by NGS.
5. The following orbit solutions were excluded from the combination because
they were biasing the weighted average (generally indicated by long arc RMS).
They were still used for statistics computation.

6. State vector resets were modeled for the following satellites to
alleviate the effects of modeling problems, experienced by all centres,
in the Long Arc (LA) process:

7. Starting on March 1, 1998 (GPS Wk 0947; MJD 50873) all IGS products,
including the IGS Final combined orbits/EOP, are based on ITRF96. This
change of reference frame from ITRF94 to ITRF96 will introduce only very
small discontinuities, since ITRF96 reference frame is supposed to be
(nominally) the same as that of ITRF94. More specifically, the following
changes were estimated, based on the ITRF94 and ITRF96 coordinates of the
13 ITRF stations used for the ITRF realizations of IGS up to Feb 28, 1998
(GPS Wk 0846; MJD 50872):

Also from March 1, the ITRF realization of IGS is based on a much larger set
of up to 47 ITRF96 station positions and velocities provided by the ITRF
section of IERS. The new 47 ITRF96 station set, adopted by IGS for the
ITRF96 realization (of IGS), can be obtained from the IGS CB Archives:

or the corresponding short SNX version (SSC) format (the same as the SNX
but without the matrix, i.e. only the solution standard deviations are

8. Starting with GPS week 0948 (Mar 08,1998), the Weekly and Daily Precise
Navigation Summaries found in Tables 4 and 5 respectively are now based
on receiver phase and pseudorange data. The estimated receiver positions
(navigation mode, i.e. every 15 minutes) are modeled as a white noise
stochastic process with an apriori sigma of 10 km. Nominal yaw rates
are used together with fixed AC satellite orbits/clocks. The processing
is performed using JPL's new Gipsy-Oasis II point positioning capability
recently installed at NRCan by Ken Hurst. Special thanks to P. Tetreault
(NRCan) for his precious help while experimenting with this new technique.
