No data was recorded from any station used in EMR solution

1. ALGO receiver clock used as reference time. In the sp3 EPH file sat. clock
correction value of 99999.999999 microseconds indicates that the direct clock
comparison with the reference clock is not available (e.g. ALGO not observing
a satellite).
2. ALGO clock error & drift were about 430 nsec (50502) & 52 nsec/day w.r.t.
GPS time.
3. NRC1 clock error & drift were about 19 nsec (50504) & 1 nsec/day w.r.t.
GPS time.
4. AS has been re-activated on February 24, 1997 at 0h UT.
