According to the file nanu1995.mes obtained from the IGS CBIS, PRN06 was
declared unusable from 03:48 until 09:23 UT on day 047 (Feb 16) due to
repositioning. Convergence of the nominal orbit for this satellite exceeded
our tolerance on this and the previous day as well, and was excluded from both
days' analyses.

Beginning day 049 (Feb 18), we have slightly modified our method of choosing
which sites are used in determining the GPS satellite orbits. We still use
a total of 32, however only the first 29 are selected in the manner described
in IGS Report No. 1267 (jpl07677.sum). The remaining 3 are chosen at random.
This is being done in order to allow all the sites that we analyze to
participate in the global solution at least several times over a year,
providing free-network (unconstrained) solutions for these stations.

Also beginning this week, we analyze data from two existing sites not
previously included. These are JOZE (Jozefoslaw, Poland) and UPAD (University
of Padova, Italy). The following nominal coordinates were assumed:

   JOZE: X = 3664930.8493 m, Y = 1409139.9328 m, Z = 5009574.8323 m
   UPAD: X = 4389524.8859 m, Y = 923233.6097 m, Z = 4519271.5894 m

Due to a software bug, the estimated yaw rates that have been published in
/pub/jpligsac on node 128.149.70.41 since September 1994 are in error. They
do not reflect the actual estimated values used in our processing. The bug
was such that the posted values are likely to be closer to the a-priori value
than the true estimates. Thus, the actual variability in the yaw rates is
under-represented. Unfortunately it is impossible to recover the correct
values at this point in time. This bug has been fixed now and the yaw rate
values posted for day 047 (Feb 16, 1995) and later correctly represent the
final estimates.

Due to potential problems, data from the following stations were not
considered for use in the global solution for the day indicated. (For
geographical reasons, they may not have been used in any case.)

WARNING: Data from AREQ, BOR1, LAMA, NYAL, SANT, TROM excluded on day 043.
WARNING: Data from BOR1, LAMA, TROM excluded on day 044.
WARNING: Data from JOZE, LAMA, NYAL, TROM excluded on days 045 and 047.
WARNING: Data from NALL, TROM excluded on day 046.
WARNING: Data from GRAZ, JOZE, LAMA, MATE excluded on day 048.

In the following table, UT1R-UTC are the integrated values based on estimated
LODR values in the adjacent column. See IGS Report No. 1498 (jpl07827.sum)
