According to IGS Mail No. 857, ALGO was unusable on day 024 (Jan 24) from
18:36 to 21:01 UT.  On this day data from ALGO are not used in the 
determination of satellite parameters.  NLIB was used as a reference clock 
on this day; on all other days ALGO was used.

Also, according to IGS Mail Nos. 846 and 864, the receiver and antenna at
McMurdo, Antarctica, were moved to a new location.  The new site ID for the
updated station is MCM4, and we began including data for this site on day 025
(Jan 25).  The position of this site is still estimated along with the global
set of stations used to determine the GPS orbits, and the following nominal 
coordinates were assumed:

    X = -1310621.7618 m,   Y =  310414.1581 m,    Z = -6213400.4197 m

Due to potential problems, data from the following stations were not
considered for use in the global solution for the day indicated.  (For
geographical reasons, they may not have been used in any case.)

WARNING: Data from MATE excluded on days 22, 25, and 27 (Jan 22, 25, 27).
WARNING: Data from MATE, VILL excluded on day 23 (Jan 23).
WARNING: Data from ALGO, MATE excluded on day 024 (Jan 24). NLIB used as a               reference clock on this day only.

In the following table, UT1R-UTC are the integrated values based on estimated
LODR values in the adjacent column.  See IGS Report No. 1498 (jpl07827.sum)
for details:
