STRATEGY UPDATE
---------------
Beginning with the analysis of day 085 (Mar 26), we have implemented a number
of changes to our processing strategy. These modifications are:
a) Site Selection: Our core network now consists of 34 sites (previously 32).
The first 31 are chosen based on required stations (fiducial sites, etc.),
and global distribution. We continue to choose the remaining 3 at random,
so as to allow all sites the chance to participate in the global solution
over time.
b) Point-Positioning: Only the central 24 hours of data are used for sites
anyalyzed via our precise point-positioning method (previously, the full
30-hour data arc was used). This is done so that station coordinate and
clock solutions are less influenced by degradation of orbit and clock
quality at the end of the 30-hour arc.
c) Clock Solutions: The acceptable formal error on GPS clock solutions in
our posted products and those used in point-positioning has changed to
0.3 ns (previously 20 ns). 96% of the clock solutions fall into this
category.
d) Extended Polar Motion: Beginning this week, earth-fixed orbits correctly
reflect the extended polar motion model, implemented beginning Dec 10, 1994
(day 344). (Since then, and prior to this week, the extended UTPM model
was inadvertantly omitted when transforming orbits from the inertial to
the earth-fixed frame. This omission has resulted in 3d-RMS errors of
about 5 cm.)
e) Pseudorange: We have re-instated the regular use of pseudorange data from
CASA and DAV1.
GENERAL

Due to potential problems, data from the following stations were not
considered for use in the global solution for the day indicated. (For
geographical reasons, they may not have been used in any case.)
WARNING: Data from MATE, ZIMM excluded on day 085 (Mar 26).
WARNING: Data from DRAO excluded on day 087 (Mar 28).
WARNING: Data from GRAZ, MATE excluded on days 088-090 (Mar 29-31).
In the following table, UT1R-UTC are the integrated values based on estimated
LODR values in the adjacent column. See IGS Report No. 1498 (jpl07827.sum)
for details:
