According to the file nanu1994.mes obtained from the IGS CBIS, PRN19 was
declared unusable from 05:45 UT on day 289 (Oct 16) until 13:54 UT on day
293 (Oct 20).  This satellite was excluded from our analyses from day 289
through day 293.

Beginning with the analysis of days 290, 292, 293 (and continuing indefinitely)
we return to our pre-AS strategy of including data with a satellite elevation
angle of 15 degrees or more.

Although not mentioned in our previous report (jpl07707.sum), as part of the
implementation of our GPS yaw attitude model, we routinely assign a 1% a-priori
sigma to the satellites' X, Y, and Z stochastic acceleratations beginning
day 282 (Oct 9). (A value of 10% was previously used.)
