posted on CDDIS (IGS07387.SUM).
SOFTWARE:
The weighted average software used was developed by T. Springer and G. Beutler
during 1993. The GPS long arc orbit analysis software used here for individual
centre ephemeris evaluation was developed by Beutler et al. at the Astronomical
Institute of the University of Bern (AIUB). For more details on the orbit
combination and complete references for both software see:

centres, in IGS Analysis Centre Workshop, October 12-14, Ottawa, pp 19-55.
PRODUCTS GENERATED:
The resulting average ephemeris and clocks are output to daily files in SP3
format. The satellite accuracy codes displayed in the header are based on the
weighted RMS for each satellite. Note that each file contains all the
satellites that appear in any of the centre ephemeris files. If a satellite or
centre was excluded from combination, a note in the REMARKS section of this
report will identify the exclusion and the reason.
The IGS Final Orbit files generated and uploaded into CDDIS @ NASA/GSFC are:
IGS07380-6.SP3 IGS GPS ephemeris files for days 0-6, week 0738 in SP3 format.
IGS07387.ERP Earth rotation parameters (ERP) associated with ephemerides.
IGS07387.SUM Complete report.
The old Rapid Service files have been renamed to:
IGR07380-6.SP3 Rapid Service ephemeris files for days 0-6.
IGR07387.ERP Rapid Service earth rotation parameters (ERP).
IGR07387.SUM Rapid Service complete report.
REMARKS on IGS Final Orbit Combination:
1. No clock solutions in the IGS sp3 orbit files have a value of
999999.999999 microseconds which means, according to the sp3 format
convention, that no clock solution is available and therefore must not
be used.
2. Only the GFZ "exact" clock corrections (one epoch out of two) are included
in the combination and RMS computation (no "interpolation" values).
3. Station ALGO had a large (~ 242000 ns) clock error from day 0 to day 5
(Feb 27 - March 4) which caused the large clock offset for GFZ and JPL.
4. Broadcast clock corrections for PRN03 show late acknowledgment of clock
resets every day of the week. Consequently, PRN03 broadcast clock
corrections were excluded from the initial alignment of centre clock
solutions.
5. Several clock solutions were excluded from combination due to large clock
shifts or outliers but were kept for RMS computation. The following table
lists the exclusions:

6. There was a maneuver of PRN27 on day 4 (Mar 03) (ref. NANU 066-94062). The
ESA solution which modeled the maneuver is provided for that satellite on
that day as the combined solution. An associated accuracy code of 0
(unknown) was given since there was no redundancy. The NGS and SIO solutions
for PRN27 on the day of maneuver were excluded from both the combination and
the long arc evaluation based on the assumption that they are an
extrapolation instead of the actual modeling. Moreover, ESA and the combined
solutions for PRN27 were excluded from the long arc evaluation on day 4 due
to unrealistic rms caused by the maneuver.
7. PRN28 had very few data collected for the first 5 days of the week (until
March 3). Although ESA provides solution for every day of the week, since no
or little data are reported for this satellite for days 0 to 4 (Feb 27 to
Mar 03), PRN28 was excluded from combination. PRN28 should therefore be
used with caution. However, all ESA solutions were included in the long arc
evaluation process.
8. State vector reset was modeled in the long arc process for PRN27 on day 4
(Mar 03). However, no state vector reset for PRN23 on day 5 (Mar 04) was
modeled in the long arc process although there were indications to that
effect in the RMS values.
9. The SIO solution for PRN03 on day 3 (Mar 02) was excluded from the
combination due to its large RMS in the long arc process to prevent biasing
the combined orbit.
10.UT values from Bulletin B were used in the long arc evaluation for JPL due
to inconsistencies found in its UT series (day 0/Feb 27).
