STRATEGY UPDATE

Our strategy of allowing additional phase ambiguity parameters whenever
the discontinuity in post-fit residuals exceeds 10 cm sometimes results
in an over-parametrized problem.  The symptoms include some zero
post-fit residuals (that is, a perfect fit for some measurements) and
poor clock repeatability.  These symptoms occurred for nearly every day
in week 750.

The addition of some pseudorange data adds sufficient data strength to
remedy the situation.  Beginning this week we include, in the parameter
estimation phase of our analysis, pseudorange data from 8 sites with
TurboRogue receivers.  We have assigned a 10-m data noise sigma to these
measurements.  (For comparison, the corresponding figure for phase data
is 1 cm.)

Because we had the task of reprocessing the entire week in a small
amount of time, we have chosen to use a 20-station subset of the global
network.  The subset consists of the 13 IGS fiducial sites (two of which
have TurboRogues), 6 additional sites with TurboRogues, and 1 site which
is neither a constrained site nor has a TurboRogue.  The exclusion of
other sites is not necessarily indicative of problems at those stations.

GENERAL

The inclusion of ONSA caused an excessive number of outliers in the
analyses of days 144 and 145.  A similar problem was caused by FORT on
day 147.  We have deleted data from these sites on the corresponding
days.
