[IGSMAIL-8713] igs20_2423: Update including corrected BEIDOU-2G-CAST C217 and C231 PRN assignment

Dear colleagues

The absolute IGS antenna correction file (igs20_wwww.atx) has been updated.
The new release is called 'IGS20_2423'. It contains the following changes:



  *   Modified BEIDOU-2G-CAST satellites C217 and C231 assignment involving PRN C01/C04/C59/C62 in accordance with the IGS satellite metadata file. Note that the igs20_sat.atx2 is not affected as the PRN assignment is no longer part of the ANTEX file.


  *   For various existing antennas the frequency C05 has been copied from G05. Note that this does not affect the igs20_rcv.atx2 file as the individual frequencies do not need to be copied for each individual satellite system.


  *   Extended antenna patterns with E01/C01/J01 (copied from G01), J02 (G02), and E05, C05, J05 (G05) for GPPVC6050 NONE/GPP1 and JAV_RINGANT_G3T NONE. Note that this does not affect the igs20_rcv.atx2 file.



  *   8 new antenna calibrations:
