another seven PRN changes are announced for Saturday 18 to Monday

The IGS satellite metadata file has been updated accordingly and
decommissioning times for two BDS-2 satellites and one BDS-3S satellite have
been added:

Javad station operators are kindly asked to enable BDS-3 signals for C01,
C11, C13, C14:

with the GREIS commands
