[IGSMAIL-8681] Notification for BDS upgrade

Dear colleagues,
we received the following information of CSNO/TARC concerning the upcoming decommissioning of BeiDou-2 satellites and the reassignment of the present BDS-2 PRNs to BDS-3 satellites. This implies that PRN 1-18 will, in the near future, be transmitting modernized BeiDou signals and may have implications on
* Receiver operation (e.g., PRN specific configuration of tracked signals)
* Data processing (e.g., no more need for intra-constellation biases or PRN-specific distinction of tracked signals)
We recommend to take proper preparation for this important transition and carefully watch its actual implementation

Dear colleagues:
As most of BDS-2 satellites have exceeded their designed service life a lot. We plan to decommission some of that. Meanwhile, we would adjust the PRN of BDS-3 satellite. This operation may impact the data processing system of different analysis centers, so we would appreciate if relevant parties could make necessary preparations for that. The specific schedule for satellite operation will be notified in a timely manner.
