[IGSMAIL-8618] IGS Community Survey – Exploring the Future of LEO-PNT Integration

Dear IGS Colleagues,
At the recent IGS Governing Board (GB) meeting held in Rimini on August 30, 2025, the GB members engaged in a forward-looking discussion on the potential evolution of the IGS.
A key topic was whether the IGS should embrace the emerging Low Earth Orbit Positioning, Navigation, and Timing (LEO-PNT) technology.
A collaborative effort between international agencies, industry, and academia produced the State of the Market Report for LEO-PNT, published last year, accessible here<https://frontiersi.com.au/wp-content/uploads/2025/01/FrontierSI-State-of-Market-Report-LEO-PNT-2024-Edition-v1.1.pdf>. This shall provide an overview of the LEO-PNT technology.
We are now seeking input from the entire IGS community to understand your perspectives on this important topic. The central question is:
👉 Should the IGS include LEO-PNT systems in its scope?
This includes exploring, for example, the following areas:
*
How LEO-PNT data could be integrated into current GNSS processing (e.g., by IGS Analysis Centers)
*
Whether and how the IGS should support standardization of LEO-PNT data formats (e.g., RINEX or a brand-new format)
*
How the IGS infrastructure might evolve to support LEO-PNT data tracking
Your feedback is essential. Based on the survey results, the IGS Governing Board will decide by the end of the year whether to support LEO-PNT systems. A positive outcome may lead to the creation of a LEO-PNT Task Force to coordinate efforts across IGS domains such as RINEX, ACC, RF, IC, etc.
