[IGSMAIL-8578] New IGS Station: NRMG00NCL

We are pleased to announce the addition of the following station to the IGS Network:

This station shares the same GNSS antenna as IGS station NRMD00NCL, but also provides tracking for NavIC.  RINEX3 daily files are available from CDDIS and IGN.  High rate RINEX3 is available from IGN.  Real-time data is available from the BKG caster.

We appreciate CNES and IGN for providing this IGS station.
