[IGSMAIL-8576] PolaRx5 firmware 5.6.0 available

Dear colleagues,
Septentrio has recently published a new firmware version 5.6.0 for its PolaRx5 receiver which is widely used in the IGS network. From a multi-GNSS perspective, this firmware offers important new features:
* QZSS L1 C/B signal tracking: starting with QZS-6 launched in February this year, all future QZSS satellites will not transmit an L1 C/A signal anymore but switch to L1 C/B. Please note that also no L2 signal will be transmitted anymore.
* Support of QZSS PRNs J08-J10: QZS-6 will use J08 and signal transmission is expected to start soon. QZS-5 and QZS-7 using the other two PRNs are expected to be launched at the end of 2025 and the beginning of 2026, respectively.
* NavIC L1 tracking: starting with the NavIC satellite NVS-01 launched in May 2023, an L1 signal is transmitted in addition to L5 and S band.

We would like to encourage to install this firmware to support the signals and satellites mentioned above. This firmware also supports the latest RINEX version 4.02 for receiver-generated RINEX files and we encourage to switch to this version for IGS file submissions.
