[IGSMAIL-8564] igs20_2354: Update replacing preliminary values for satellites GPS BLOCK IIIA G079, Galileo E225-E227, and E232

Dear colleagues

The absolute IGS antenna correction file (igs20_wwww.atx) has been updated.
The new release is called 'igs20_2354.atx'. It contains the following changes:

1) Update of the preliminary PCO for GPS BLOCK IIIA satellite G079 (G28) based on the disclosed PCOs. In order to be compatible with the ITRF2020 scale
  The z-PCO has been modified by adding the scale offset of +8.9 cm. Disclosed values: GPS Technical References | Navigation Center<https://www.navcen.uscg.gov/gps-technical-references>


2) Update of the preliminary PCO and PV pattern for Galileo satellites E225 (E29), E226 (E23), E227 (E06), and E232 (E16) according to the disclosed pattern (GSAT_2340.atx). z-PCOs are adapted for scale compatibility with the ITRF2020 by adding an offset of +15.6 cm:
