[IGSMAIL-8539] Open source release of Geoscience Australia's multi-GNSS orbit combination software [SEC=OFFICIAL]

Dear Colleagues,

I am glad to share the below piece of news:

Geoscience Australia is proud to announce the release of the Robust Orbit Combination Software (ROCS) as open source!

The software is designed to support the International GNSS Service (IGS) and is another step towards realizing a fully multi-GNSS IGS. ROCS combines multi-GNSS orbit products using a robust algorithm and allows several weighting algorithms.
