[IGSMAIL-8524] New IGS Stations: EUR200CAN, GVDG00GRC

We are pleased to announce the addition of the following stations to the IGS Network:

EUR200CAN RINEX3 data is available from CDDIS.
GVDG00GRC RINEX3 data is available from IGN and BKG.

These two stations are providing real-time data to the BKG caster.  We appreciate  NRCan, CNES, and IGN for providing these IGS stations.
