[IGSMAIL-8432] 2nd Call for Participation - IGS Monitoring Pilot Project

Dear IGS Community,

This IGS Call for Participation solicits support in establishing an IGS GNSS Monitoring Infrastructure (IGS Monitoring Pilot Project) by reusing the existing Network, Analysis Capabilities, Software, etc.

This IGS Monitoring Pilot Project further aims to contribute to the International GNSS Monitoring and Assessment (IGMA) – IGS Joint Trial Project” (JTP), established jointly with the GNSS providers in the frame of the International Committee on GNSS (ICG).

The Objective of the IGMA JTP is the establishment of a trustworthy and comprehensive system for international monitoring and assessment based upon a harmonized calculation methodology.



Background

The International Committee on GNSS (ICG) established the International GNSS Monitoring and Assessment (IGMA) Task Force at the ICG-6 meeting in Tokyo in 2011, tasked to facilitate cooperation and information between providers and scientific organizations that engage in open service signal quality monitoring. The International GNSS Service (IGS) is playing a key role in producing precise GNSS products since its inception in 1994. It is active in coordinating the operation of a global multi-GNSS network and generating multi-GNSS products.

The ICG recommended at the ICG-10 meeting in Boulder in 2015 that the IGMA Task Force and the IGS initiate a joint Trial Project to demonstrate a global GNSS Monitoring and Assessment capability, utilising existing resources and infrastructure and avoiding duplication. Participation from non-IGS analysis groups, networks, and data centres is invited to develop benchmarking between groups and to generate analysis products, cross-sharing between existing IGS functional streams and IGMA activities. Initially, a limited number of parameters is proposed for monitoring to demonstrate the monitoring service and exercise it operationally. This will be followed by a broader set of parameters to be monitored as the system approaches permanent operations.

The IGS Monitoring Working Group has been established to install, operate, and further develop the GNSS Monitoring and Assessment Trial Project jointly with ICG’s IGMA Task Force, considering the Terms of Reference of the IGMA Task Force for the IGMA-IGS Joint Trial Project, utilising existing resources and infrastructure, and creating publicly available, useful data products.

During the 64th IGS Governing Board Meeting, it was decided to restart the activities of the former IGS Monitoring Working Group in the form of a new Pilot Project, called IGS Monitoring Pilot Project.

In the 65th IGS Governing Board Meeting, the IGS GB endorsed the updated ICG IGMA Terms of Reference (ToR) and agreed to issue a second Call for Participation for the IGS Monitoring Pilot Project.



Organisational Aspects

The IGS Monitoring Pilot Project shall, as already outline above, reuse the existing infrastructure of the IGS to the maximum extend. This Call for Participation is released to enlist the participation of the new IGS Monitoring Pilot Project and to solicit the participation of new institutions.



GNSS Monitoring Pilot Project

The GNSS Monitoring Pilot Project is responsible for establishing and managing the IGS GNSS Monitoring Infrastructure, aiming for providing an independent GNSS monitoring infrastructure and associated analysis capabilities.

The IGS Monitoring Pilot Project further aims to contribute to the International GNSS Monitoring and Assessment (IGMA) – IGS Joint Trial Project” (JTP) established jointly with the GNSS providers in the frame of the International Committee on GNSS.

The IGS Monitoring Pilot Project chair represents the IGS Monitoring Pilot Project in the International Committee on GNSS (ICG) International GNSS Monitoring and Assessment (IGMA) Task Force.



Active Membership

Those, who wish to contribute actively to this Pilot Project can ask to being included as a Monitoring Analysis Centre (MAC) or as a member, contributing to the project and related tasks.

Initial IGS Monitoring Pilot Project 2024 tasks plan:

  *   Issue a 2CfP, inviting GNSS Provider Service Centers, IGS and MGEX ACs, IGS DCs, Networks, and other interested IGS and non-IGS groups to contribute to the IGS GNSS Monitoring Pilot Project

     *   CfP deadline 15. March 2024

  *   First IGS Monitoring Pilot Project meeting, beginning of April 2024 (TBC)
  *   Review of IGS Monitoring Pilot Project Charter by the end of May 2024
  *   Implementation of Pilot Project
  *   IGS Monitoring Pilot Project chair to represent the Pilot Project in the ICG IGMA activities.



Response to CfP

This Call for Participation is released to enlist the participation of the new IGS Monitoring Pilot Project and to solicit the participation of new institutions. Interested organisations or individuals are asked to fill out the attached form and express their interest in participating in the Pilot Project by sending the filled form attached to this email to erik.schoenemann at esa.int<mailto:erik.schoenemann at esa.int> by Friday, 15 March 2024.
