[IGSMAIL-8429] virtual short course on measuring water levels with reflected GNSS signals

GNSS Interferometric Reflectometry (GNSS-IR) is a ground-based
environmental sensing method. It uses GNSS signals that have been reflected
from the surface below the antenna. GNSS-IR has been used to measure soil
moisture, snow accumulation, permafrost melt, vegetation water content
changes, water levels, and significant wave heights.
This virtual course will be taught on March 6/7 in two sessions.
The March 6 session will cover basic principles and how to install/run the
gnssrefl software. The March 7 session will focus on water level
measurements.
Each session will be two hours long.

Registration is required. The deadline for registration is February 26
We recognize that the course times are not friendly to all time zones.
