[IGSMAIL-8423] G01/G063 repositioning (24-Jan-2024)

NOTIFICATION:

We observed a repositioning event with respect to G01/G063 on:

24-Jan-2024 13:04:08 GPST (mean epoch of event)

The estimated components of the velocity change will be given in our
IGS analysis summary for GPS week 2298.

Approximate DV components in orbital frame:
  -2047.6 mm/sec (radial)
    -14.7 mm/sec (along track)
    -18.6 mm/sec (out of plane)

Note: For the first time, we obtained a very significant DV component
in the radial direction.
