[IGSMAIL-8377] IGS SINEX combination website

Dear colleagues, 

It is my pleasure to announce that a new website dedicated to the IGS terrestrial frame (SINEX) combination products is now open at: 
[ http://webigs-rf.ign.fr/ | https://webigs-rf.ign.fr/ ] ‌ 

This site allows in particular: 
* to visualize the station position time series obtained by combining the daily SINEX solutions provided by the IGS Analysis Centers (ACs), 
* to visualize the models used to describe station trajectories in the IGS cumulative solution, and their residuals, 
* to visualize statistics from the daily IGS SINEX combinations (i.e., "AC - IGS" station position, ERP, geocenter and scale residuals), 
* to extract station coordinates from the IGS cumulative solution, as well as the latest IGS reference frames (IGS20, IGb14, IGS14). 

It replaces the previous site called webigs.ign.fr that had not been maintained due to lack of manpower. 

I hope your experience with this new site will be helpful and pleasant. Feedback and suggestions are welcome at igs-rf (at) ign.fr.
