[IGSMAIL-8373] igs20_2280: Update including two new IRNSS satellites (I09, I10)

Dear colleagues

The absolute IGS antenna correction file (igs20_wwww.atx) has been updated.

The new release is called 'igs20_2280.atx'. It contains the following changes:



1)      According to https://files.igs.org/pub/station/general/igs_satellite_metadata.snx the IRNSS-1I satellite I009 (I09)  was launched on 11 April 2018. Therefore, following entry was added:

    I09 (I009): 11. April 2018

 2)      According to https://files.igs.org/pub/station/general/igs_satellite_metadata.snx the IRNSS-2GEO satellite I010 (I10)  was launched on 29, May 2023. Therefore, following entry was added:

    I10 (I010): 29. May 2023

As preliminary PCO offset the same values as for the IRNSS-1GEO was used.



3)      Four additional antenna type calibration has been added that where performed by Geo++ GmbH:

       - Four robot calibration provided by JAVAD GNSS Inc. have been added:

         JAVGRANT_3L+GP  JVSD
         JAVGRANT_3L     NONE
         JAVGRANT_G5TLBI NONE
         JAVTRIUMPH_3NRA NONE

and
