[IGSMAIL-8298] Discontinuation of JPL "yaw" file after 2023-02-01

Dear colleagues,

JPL has produced, for many years, a "yaw" file as part of our orbit and clock products submitted to the IGS which provides the yaw rates of satellites and any changes in the rate (e.g. during eclipse). This file was never an official product (nor did it have an official format) and has now been superseded by the IGS ORBEX format, which contains the full satellite orientation as quaternions. As a result, we plan to discontinue this product no earlier than 2023-02-01.
